Communication Systems

The capabilities of the Communication Systems are a System (operative) Type feature that allows a character to exercise standard Item Operation Interactions on. These interactions represent Accomplished Activities.
Each Setting may have Device/System elements and Technology that enhance Toolkits and Work Stations for making and repairing related materials. Additionally, Frame of Reference, Availability, and Technology may limit what an individual is familiar with or even can conceive of.
BOUNDED: All Skills and Traits are limited indirectly by a character's Frame of Reference & direct experience; A character with Proficiency may Appraise objects, tools, and processes related to this Feature.

i20 REPLACES d20 skill proficiency > Check = skill level + modifiers (Prof. Bonus not used).
i20 Skills REPLACE d20 skill proficiency: Add the skill level + modifiers to the check ( Proficiency Bonus not used).
A single Result Check to assess Success or Failure AND quality which may be impacted by conditions which indicate a Lack of Capability (Unfamiliar, Unproficient, etc.). The GM can { } Narrate it, and players may request an appropriate impact when anything other than a basic outcome is indicated. Studious

Summary: All study must be done while Hale or it takes double the time without some intervening effect.
Being Studious indicates a great scholastic aptitude. This means that the character possesses a rigorous and efficient process for intake and integration of Knowledge. Being Studious does not necessarily mean that retention is perfect, or even long lasting necessarily, but that the quality and quantity is above normal. There is a good chance that such rigor translates to better retention, but it is not always the case.
SIGNIFICANT EXPERIENCE: Reference works and basic exposure alone may only provide the foundation for gaining a [mechanics based] advantage. To reflect the practice and experience to gain that benefit consistently, typically requires a cost in Character Points.
