It is Ducateon made and is heart forged to respond to a dragon ember whetstone (dragon scale scorched by dragon fire); the blade has a “razor honed edge”; can be sharpened using it.
Item Purpose:

Razor Honed Edge: If the Dragon Ember Stone (a fire hardened dragon scale) is used as a whetstone, the next successful attack has a +1 Result Shift – the stone is reduced with each use.
Dedicated to Ikribu of the Lightbringers; for a wielder who is a Follower (any of the Unified Pantheon), it grants powers:
– Resistance to Lightning damage
– Spend any Lightbringer Blessing for +6 Lightning damage
Dragon Awaken Trigger: If it comes within 5m of a dragon or related species, it will vibrate slightly – rattling in its sheath. If the wielder sheaths it into dragon or if it is the killing blow, it does +3d6 and the sword becomes a +1 Dragon Slaying blade that radiates white lightning like glow/heat but the wielder is immune to its additional +1 damage from lightning (which it does to wielders opposed to the Church of Light after it awakens).
+ 1 required MUS, + 1 base damage, Ikribu’s (+4/4 resist electrical effects for followers), Armor Pierce on a full hit, slow -2 initiative; Ducateon make and can use dragon ember stone. Followers of Ikribu can spend AP or blessings for +4 electrical damage or electrical protection. Razor honed edge.

The blade was slated to be destroyed by the dragon Na’grindl the Green as per her ‘deal’ with The Gallants in exchange for something she provided. The Disaster at Dwindor ended the dragon’s current incarnation, leaving the blade in the space she claimed as her lair when she was among the folk. The Lizardfolk of Helca of the Hweran Clan were left on their own.
The Hweran Clan of Lizardfolk to take advantage of the increased their stability and power they gained in the Disaster at Dwindor. They decided to get rid of Tulin’s Blade that might drive the spirit of the Green One away, and took it to reunite it with the descendants of The Gallants (as they saw it); They went to the druids of Pranin Moorswood to seek their advice. Baring their influence, they planned to simply sink it in the deepest place in Sabin Bay. The druids scried Asil, and noted Urkuz – one of the folk, fostered by him, among his crew. This seemed a sign to the Lizardfolk. It was known that the dragon of Rhyl left long ago, so the blade would pose no threat. This meant following the trail of one of their kin who was taken by Asil. They decided to find colonies and allies to transfer the blade to the north.
