The “Twin River Confederacy“, as it is known now, the combined alliance of East River Run and West River Run counties. ‘Twin’ has double meaning – the two named river counties, between 2 rivers – Beyne River on the north and Nanford River in the south – and the number of counties in the confederacy. It is often used as an insult outside their territories – in that many believe their agreements with the North Merchant Cities is what holds the Duke back from altering the economic situation in Dunstrand – particularly the Riverdans… who despise the confederacy’s authority. They are said to have some exclusive agreements with the Tolman’s Guides traders.

Purpose: Nominally it is a shared defense and governance of actions along the northern border that is chartered. They have authority across the breadth of the counties though. They coordinate the military arm of the Twin River Council to settle any “disagreements” and enforce policy and governance.

Plan: It is widely believed that the confederacy is a means of organizing operations to gain independence from the Duke, becoming their own duchies, free from his more liberal and ‘taxing’ rulership. Of course, proving that ‘treason’ has been impossible, despite many probably attempts by House Malor – the ducal mage order of Dunstrand.
