Development measures a relative quality and quantity impact based on outcomes, not necessarily a “level” of and pervasiveness of hard science. There is a general correlation with the presence of Science in a setting and the kinds of outcomes; Science is typically the largest fulcrum that enables regular iterative progress and access to the results by the largest portion of the population.
Within any given Setting, the exact nature of the development guidelines varies (by culture & resources) and is relative to the overall Equipment (manufacturing) & Tech (design) capability employed.
