A character may perform one or more activities within a block of time and movement by what is allowed in their Action Economy. Time is an aspect of Activity, and creates the constraints of Action Economy. First Strike can be granted through a passive readiness for any enemy that allows a set of actions that can still be countered; Surprise is knowing of the presence of specific enemies and actively being prepared to make full use of all elements so that a full round of actions which cannot be countered actively is granted before Initiative is determined. Tactical Collaborative Actions leverage Action Economy in unique ways.
Its a small thing, done either concurrent or takes only a fraction of a second. Interacting with 1 object, using a trigger/command word, shouting or speaking up to 5 words, giving a hand gesture, and performing a 1 movement measure (5’/3m) movement adjustment on a target the character is engaged with (they must remain engaged). Characters with a Kinetic Aptitude of 3 or higher get an extra free action.
An Opportunity Activity is generally used through a Reaction activity within the action economy and directed at a single target with specific parameters, but a Free Opportunity uses no action economy.
