Council of Cerran’s Grant
The Council of Cerran’s Grant is a council that consists of the Council Head 1 – elected, the 2 Council Custodians (a representative from East River Run and West River Run counties) and a member of or representative of each ruling family of a Riverdan. The trade that goes through Cerran’s Grant is apportioned, granted, approved, overseen, and its profits distributed by the council to each Riverdan.
the council functions in a highly fractionalized environment, but meets it objectives. Its early days were fraught with actual physical violence until the the two Custodian positions were added by the Duke of Dunstrand. Since then, they have slowly come to wield absolute authority over it. It is now considered a thoroughly corrupt body, but it pays its taxes to the Duke and prevents violence from breaking out. There are rumors that agents of the Twin River Shadow Council work within it.
