The Gaelin-M’sbhik Sentience Scale is a scale used across the Imperium to assess species and generally grant them a set of rights. It is hardly perfect, but it has had about 2000 years to develop, once it was adopted by the majority of species in the galaxy.
Sentience is seen as a scale, not a boolean as primitive cultures often do.
