Twin River Shadow Council
The Twin River Shadow Council was formed around CY 8900’s this band of criminal enterprises nominally looks to accomplish the same outcome of the twin river political powers – status quo and monopolization of their interests. Not much is known of it. Rumors persist that it has active agents of the Counts of East River Run and West River Run on its body of sitting “advisers”. Most believe it to be an arm of The Salamanders Guild within Dunstrand.

Symbol: A question mark with black boot prints over the top and an arrow pointing up (the primacy of the north side of the Nanford River)
Location: It is rumored to have a headquarters in Cerrans Grant (Riverdans), East River Run and West River Run. No one knows for sure where, or even if it really exists. Some even say they have agents within the Council of Cerran’s Grant.
