There is a standing Bounty on the Orrish in the Steel Realms. This incentivizes local to also participate in hunting them down when there are not enough soldiers and/or mercenaries to deal with the problems. The bounty is per ear of an Orrish, as the results of the Sun-Bane often destroy evidence.
The bounty was raised around CY 1200, and has increased ever since. As the Orrish got better at hiding themselves and raiding, the bounty increased as a means of offsetting the need for large standing forces everywhere. The World Watchers are trained in recognizing Orrish ears and spread this knowledge throughout every settlement’s law or ruling members so that bounties can be claimed faster. The bounty is clearly posted in every town hall, jail, and watchman’s barracks – including a detailed drawing an an Orrish (goblin) ear. These are printed and distributed by bards, troubadours, knights, heralds, rangers, and all members of the World Watchers.
The Orrish priests have sought some way around this in the vein of Orrish souls corrupting their bodies upon death, leaving no trace to collect for a bounty. This has not worked, as the natural death or death amongst the many fights among their kind result in the same thing… and the corruption is so foul that it troubles even the Orrrish themselves. Besides, it robs them of meat to eat which is precious in the Dark Lands.
