When people refer to the “Twin River Powers”, they are referring to the united front of the combined trade, military, and political might of the counties of East River Run and West River Run. This consortium formed after the Nanford River changed its course, and the shattered Riverdans could not recover in time to make trade and good flow. A council was formed to handle all the arrangements, building, and payments to help Dunstrand rebuild. The Duke, at that time, was pressured to make binding agreements with the council that gave it far reaching powers. The southern counties being either too busy with war, or too poor or shattered from the same event. The far eastern counties were too poor and too remote. It was Lord Sederus, Count of East River Run, who was the true power behind it all. Since then, although nominally it is both counties, the true power behind the Twin River Council is East River Run. It is as rich as the other counties combined (except for its partner – West River Run).
