Cerebro-Language is a form of a “language” relies on thought as well as some [optional] physical expression. Creatures not capable of sensing emptions or detecting surface thoughts can only communicate with the ‘speakers’ with this capability of this
communication on the level of
Competent using ‘thought’ alone.
Cerebro-Language is the mental only counterpart to the physical only mode of
Body Speak.
